Dear Chairwoman Foxx:

I am greatly disturbed that House Speaker Paul Ryan and Barack Obama are working hand-in-hand to undermine the Second Amendment. They are doing this under the guise of "mental health reform" by supporting a bill known as the "Helping Families in Mental Health Crisis Act" or HR 2646. This bill is actually a gun grab disguised as mental health reform.

Section 204 of the bill describes how children age 0 to 12 will be screened by government agencies for signs of mental health "risk." Presumably, some of these agencies will be looking for genetic markers or DNA predisposition toward mental illness. The grave danger in this, I believe, is that any American who has been declared mentally ill by "any lawful authority" in 18 USC 922 is banned from lawful firearms ownership. What is to keep the current or any future gun-grabbing administration from placing children on the FBI's criminal background check list, if they are found to be "at risk" of developing mental illness in the future?

In addition, 19% of high school-aged boys in America are currently diagnosed as having Attention Deficit Disorder or other conditions which are considered a mental illness. HR 2646 provides a mechanism to place all CHILDREN with mental illness or who are "at risk" of mental illness on the FBI's list of criminals banned from gun ownership. Is it truly your intention to ban 1 in 5 American boys from lawful gun ownership before they are even old enough to purchase a gun? Because that is what this bill does!

If Congress is serious about reducing gun violence then you should take a look at our wide-open southern border, or consider banning immigration from Islamic countries. Instead, you are being asked to support this gun-grabbing bill disguised as a mental health reform. I do not care if Paul Ryan supports it. This bill is a sneaky and underhanded mechanism to strip millions of American children of the right to gun ownership, even from birth! I urge you in the strongest possible terms to vote NO on this gun-grabbing legislation. Let me assure you that the organizations that I follow will be publishing your name online with a list of the politicians who oppose the right to keep and bear arms if you vote in favor of this bill!
